'all necessary measures' falls beneath the No Fly Zone' edict and does not allow a situation of war. The NATO allies immediately when beyond the UN resolution and began an areal war and they began killing civilians almost immediately. This was, quite obviously, never meant to be a humanitarian effort.

Everything that NATO has done in Libya has been illegal.

WAGING A WAR OF AGGRESSION
